Delaware's One-Stop Vision |
Through the efforts of the Delaware Workforce Investment Board, the State of Delaware has established a "No Wrong Door" service delivery philosophy. Central to this approach is the establishment of a one-stop service delivery network which will allow a wide variety of partners to provide first class workforce development services to both employers and the citizens of Delaware through the use of state-of-the-art telecommunications and information systems technology.
The purpose of the Virtual Career Network is to utilize the broad-based foundation established during Delaware's One-Stop Planning and Development Grant activities to implement a comprehensive and fully-integrated Delaware specific one-stop service delivery network which:
Maximizes the quantity, quality, and accessibility of workforce development services through an integrated: "No Wrong Door" electronic service delivery network;
Provides a means to assist the Delaware Workforce Development Council in building a system which achieves greater cost-effectiveness, universal accessibility, customer choice and satisfaction, and increased accountability;
Provides all Delawareans with the information and opportunities essential to equip them with the skill necessary for success in the 21st century Delaware economy; and
Provides Delaware businesses with a well-educated and highly skilled workforce critical to maintaining their competitive edge.
The guiding principles for Delaware's one-stop service delivery network are:
Provides Universal Access: In order to increase awareness, as well as to accelerate the application and service delivery process, all customers, both individuals and employers, shall be able to access workforce development information at a wide variety of points throughout the network.
Offers Core Services: A common set of core workforce development services for all individuals and employers seeking assistance shall be available at highly automated, customer driven, outcome based Career Center locations.
Integrated Services: Workforce development services shall be delivered through the establishment of a network of comprehensive and fully-integrated career centers that are supplemented with multiple affiliated sites and satellite locations linked through electronic access points.
Integrates Information: First class and reliable labor market information, as well as information concerning employment opportunities, education and training opportunities, resume talent banks, workforce development services, and human services shall be available through the integrated electronic network at all career center locations, affiliated sites, satellite locations, and other telecommunications linkage points.
