Delaware State Rehabilitation Council: Delaware Division of Vocational Rehabilitation
Authority / Mission
The Delaware State Rehabilitation Council (SRC) was established and is authorized under the provisions of the Rehabilitation Act of 1973, as amended through August 1998. The SRC is a body of seventeen members appointed by the Governor and established to provide advice and support to the Division of Vocational Rehabilitation (DVR). The State Rehabilitation Council was authorized by changes to the Rehabilitation Act of 1992. A majority of the Council members are people with disabilities. The Council membership includes consumers and advocates, representatives from Community Rehabilitation Programs, business, the Department of Education and the Division of Vocational Rehabilitation.

There are 3 leadership positions in the Council, the Chair, Vice-Chair and Past Chair. Each position is for a 2 year term. The DVR Director serves as an ex-officio member.

- Collaborate with DVR to identify key challenges and opportunities;
- Advise and assist in the preparation of the DVR State Plan;
- Review and analyze the effectiveness of the VR program and consumer satisfaction with services provided by DVR and Community Rehabilitation programs;
- Conduct an annual evaluation of DVR's effectiveness;
- Coordinate with other councils in the state;
- Prepare and submit an annual report;
- Develop and assess goals and priorities jointly with DVR

- Membership is obtained from SRC members or other organizations interested in individuals with disabilities, identifying and recommending individuals interested in serving on the SRC.
- Recommendations are sent to the SRC's Membership Committee and if approved, then they are sent to the Governor's office.
- Each member of the SRC shall serve for a term of three years and no member may serve more than two consecutive terms unless that member meets an exception as described in section 105 of the Rehab Act of 1973.
- Members serving in leadership positions such as the Chairperson, Vice Chairperson and the Past Chairperson, are for a term of two years, inclusive of a three year term.

- Community rehabilitation service providers
- State Workforce Investment Board
- Department of Education
- Representatives of business, industry and labor.
- Representatives of disability advocacy groups.
- Current or former recipients or applicants of vocational rehabilitation services.
- A qualified vocational rehabilitation counselor.
- Director of DVR. (serving as ex officio, non voting member)
