  1. Welcome - Chairman Fred Sears announced new members appointed to the Board: 1) Harry Sanchez, DE Commission of Veterans Affairs, 2) Patricia Troy, Advanced Staffing (NCCo), and 3) Wayne George, Green Seasons Lawn Care (Kent County). 
    Tom Gordon, New Castle County Executive, has resigned from the board. Board membership is now 52.

  2. Minutes of the March 10, 2000 meeting were reviewed and approved, with the modification as noted in Governor Carper's remarks.

  3. Memoranda of Understanding

Gil Smith reported that the MOU's, included in the State Plan, are signed and completed. Copies were mailed to all members on 5/1 for review before the Board's approval on 5/5. A motion for approval was then requested. Judy Cherry so moved, motion was seconded and passed.

  1. Performance Measures/Customer Satisfaction Committee -

Judy Cherry distributed a copy of her report (attached) to members and presented the committee's proposed performance measures for adoption.

This committee reviewed the final definitions from the USDOL and then looked at other states to see how Delaware was compared and also to see which states closely modeled our state. Vermont, a single SDA like Delaware, was chosen and data was collected from them for the committee to analyze. The committee is also investigating other alternative data sources.

Since the youth measures were found to be the most difficult, a meeting was held with the Youth Council for their suggestions. 

Finally, Judy noted that a report card prepared by the OOLMI at the Dept. of Labor, will be presented to the Board in the near future and that data will be provided also by the MIS group at DOL. A motion was then requested for the Board to accept the performance targets as presented. Senator Bob Marshall so moved. Motion was seconded and passed.

  1. Proposal Review & Certification Committee -

Chairman Fred Sears thanked all participants and staff who attended the Proposal Review all day sessions held on April 25 & 27.

Duane Wayman then highlighted the activities of the adult and youth proposal review committees held on these two days, which some former Private Industry Council members participated. Four committees met on the lst day to review, rank, and make funding decisions for each proposers; followed by the youth committee which met on 4/27. A consolidation meeting (consisting of committee chairs & co-chairs) met on May 2. Funding recommendations for each committee were finalized for the Board's approval (see attachment). 

A motion was requested for Board approval of the funding recommendations of the consolidation committee. John McMahon so moved. Motion was second and approved unanimous. Due to conflict of interest, the following members abstained from voting: Orlando George, Robert Marshall, Ed Capadanno, Sandra Reyes, Alice Coleman, and Mayor James Sills.

  1. Ed Simon, OOLMI/DOL, reported on Delaware's 21st Century Job Outlook. His report included the following:
  • Delaware's unemployment rate last year was 3.2%
    (lowest since '89 & lowest among neighbors, tied with MD)
  • low inflation rate at +2.3% in '99
  • In 1999, the largest employment in private industry was banking, followed by business services and health services
  • Delaware's population (1999 - 2010) by age group is highest among 45-64 years of age
  • a comparison of new job and population growth indicates a large gap to fill with the demand for jobs exceeding the supply by over 110,000 by 2008.
  • fastest growing occupations are computer specialists and systems analyst over 80%
  • skills employers are looking for are written & verbal communications skills (#1), and computer literacy

Governor Tom Carper commended the Board on the success of the first proposal review process under WIA. The Governor then thanked members of the legislature present that were involved in the state's Education Accountability Bill signed into law. He then focused on the upcoming issue of the shortage of people for employment, resulting from the large number of new jobs predicted for Delaware. Suggestions were to transition the prison population as working citizens as they re-enter our communities; hiring those disabled people whom employers would never employ before; and putting welfare mothers to work.

  1. Delaware Works TV Show - Secretary Lisa Bradley distributed some information to members and stated that a schedule of upcoming TV showings were attached to the last board meeting minutes. 

  2. Other Board Business - next Board meeting is scheduled for September 13, 2000, at the Sheraton in Dover, 8:30 a.m., with a continental breakfast available at 8:00 a.m.
