CALL TO ORDER - Chairman John McMahon called the meeting to order. There was a moment of silence for the victims of September 11, 2001.

INTRODUCTIONS - Members and Guests introduced themselves. Chairman McMahon thanked Fred

Sears for serving as Chairman for the last two years.

WELCOME - Secretary of Labor, Harold Stafford welcomed the Board to this meeting and to the

OOLMI office location.

APPROVAL OF MAY 3, 2001 BOARD MEETING MINUTES. Moved and seconded that the minutes

be approved.

CHAIRMAN'S REPORT

Retail Training Collaboration with the DE State Chamber Of Commerce - Asking the Workforce Investment Board's (WIB) support for a customer service and retail management/hospitality training center. Models have been developed and the Board is being asked for their support. Motion was made and approved by the Executive Committee to approve this concept. Susan Moore confirmed that the program is not seeking federal funding.

Motion was made seconded that the program concept be supported.

New Chair - John introduced the new Chair of the Youth Council, Alice Coleman. The Board welcomed Alice.

Ferris School Out of Youth Program - Eight Ferris students participated in a landscaping and horticultural training program. Their landscaping project was submitted in a landscaping contest in Wilmington and won.

Youth Rehabilitative Services Grant for Ferris School - Nancy Pearsall , Acting Director, spoke to the Board about the Youth Grant Collaboration with Ferris and Work Force Investment Board. This grant will help Ferris with more intensive services and case management in order to successfully return youth to the community.

H1B Grant Collaboration - Patty Cannon shared her experience with H1B Grant collaborations while attempting to partner with the Philadelphia WIB and Inspiritec.

Susquehanna Work Force Investment - Patty also spoke about the 3 million dollar H1B Grant with Chesapeake Area Consortium (Health Care Industry). An agreement is in place that ensures Delaware will get 10% of the grant amount.

Motion made and seconded that the Delaware WIB will participate in the Susquehanna H1B Grant.

Community Audit - John McMahon spoke briefly about community auditing. Handed out DHSS Directory of Human Services for Delaware

(R.O.A.R.) Women in Construction - John McMahon reported for Chair, Pat Creedon

This newly formed committee headed by Pat Creedon realizes the difficulty in getting women into the construction industry. R.O.A.R. (Rosie Opens Alternative Realities) is receiving great support from other organizations.

Motion made and seconded that the committee's report be accepted with modifications to the Appeals document.

Duane Wayne - Seeking approval on the Pell Grant Eligibility Announcement Policy. Motion made and seconded to accept the policy.

OLD BUSINESS - None

NEW BUSINESS - Ed Toss from the State Rehabilitation Council and Division of Vocational Rehabilitation is a partner of the WIB and is represented by Harold Stafford on the WIB . They provide services in training opportunities and employment for individuals with disabilities. Federal statute requires joint membership; therefore, Rehabilitative Council is looking to have members join from this Board. The WIB Board was invited to attend their meeting this month on 10/15, 5-8 p.m. at this location (OOLMI offices).
