Minutes of November 22, 1999 Meeting
Delaware Tech Stanton Campus
- Welcome: Chairman Sears welcomed WIB members and introduced WIB
CEO, Governor Tom Carper. Gov. Carper shared some of his Year 2000
plans for economic development in Delaware, the success of which
rely on the important activities of the WIB.
- Committee Reports:

Policy and Planning - Fred Sears. Mr.
Sears reported on the recent activities of his committee,
including: the transfer of the development of the funding
guidelines to the Proposal Review/Certif. Committee, the draft of
which was reviewed by his committee; and the preparation of the
MOU between the Governor and the WIB, authorizing the WIB and DOL
to administer WIA activities in the state. The Governor and Mr.
Sears then signed the MOU in the presence of members and public.

Performance Measurement/Customer
Satisfaction- Judy Cherry. Ms. Cherry reported that her committee
would be reviewing current performance levels for state training
programs, in order to develop appropriate WIA outcome standards
which encourage continuous improvement. Her committee will also be
responsible for the Client Information System, designed to capture
WIA customer satisfaction information.

Public Relations/Outreach- Lisa
Blunt-Bradley. Sec. Bradley shared with the WIB her committee's
mission, with its focus on educating employers and current-future
employees about available workforce services. She also shared a
display of tentative WIB logos, developed by committee member Bob
Stickels. Sec. Bradley also informed the WIB of a new monthly
television program, "Delaware Works," to be aired on
Channel 28. Sec. Bradley will host this program, designed to
inform the public about WIB-related services.

* Proposal Review/Certification
Committee- Duane Wayman. Mr. Wayman discussed the activities of
his committee, named the subcommittee members recently added to
assist with the workload, and introduced the DET staff who
developed the funding guidelines. Mr. Wayman began to review the
funding guidelines as distributed to the Policy and Planning
Committee November 18. After some discussion re: the distribution
of Blue Collar monies, the funding guidelines were approved with
the following amendments:
-Article #10 was amended to read, "All Blue Collar funds
will be contracted. Up to thirty fifty
percent of the Blue Collar Funds will be used for School to Work
transition…."
-Article #24 was amended to read,"…in reasonable
proportion to the population, and the percentage
of poverty level residents recorded in the most recent official
census, and the state-generated rate of unemployment.
- Youth Council-John McMahon. Mr. McMahon reported that the Youth
Committee recommended being drafted into the position of the
mandated WIA Youth Council, a decision approved by the WIB. The
Youth Council had its third meeting just prior to the 11-22-99
Board meeting, and Mr. McMahon reported that Gwen Angalet (DSCYF),
Deborah Lightsey (DHSS), Dr. Dennis Loftus (NCCVoTech), and
Valerie Woodruff (DOE) had each presented details of their
respective department's workforce-related activities, and had
plans to further discuss available resources and possibilities for
collaboration.
- Labor Market Presentation-Dr. George Sharpley, Office of
Occupational and Labor Market information. Due to the late hour and
inadequate time available for Dr. Sharpley's presentation, it was
postponed until a future meeting.
- Other Business-No other business was conducted.
