  1. WELCOME/CALL TO ORDER - Chairman John McMahon called the meeting to order.

  2. CALL FOR QUORUM - Chairman John McMahon

    Update on Labor Market Economy - Dr. James McFadden presented charts to the Board showing Unemployment and Job Change statistics in the State of Delaware as compared to those nationwide. Dr. McFadden highlighted the following topics: Job Industry Change, Occupational Growth and Multi-generational Workforce. The report ended with a chart of issues to be considered when looking at projected changes in the workforce.

  3. Chairman’s Report:

Patty Cannon shared what she learned from Harvard Professor Michael Porter, who was one of the guest speakers at the National Governors Association Conference. Professor Porter spoke about Cluster Mapping and provided state specific reports. He shared with the Governors the importance of understanding national and local clustering with respect to their regions.

  1. Performance Measures/Customer Satisfaction Committee -

Judy Cherry distributed a copy of her report (attached) to members and presented the committee's proposed performance measures for adoption.

This committee reviewed the final definitions from the USDOL and then looked at other states to see how Delaware was compared and also to see which states closely modeled our state. Vermont, a single SDA like Delaware, was chosen and data was collected from them for the committee to analyze. The committee is also investigating other alternative data sources.

Since the youth measures were found to be the most difficult, a meeting was held with the Youth Council for their suggestions. 

Finally, Judy noted that a report card prepared by the OOLMI at the Dept. of Labor, will be presented to the Board in the near future and that data will be provided also by the MIS group at DOL. A motion was then requested for the Board to accept the performance targets as presented. Senator Bob Marshall so moved. Motion was seconded and passed.

Chairman John McMahon reported on:

  • Workforce Development meeting of the SWIB Chairs
  • Upcoming Legislative Debates - The WIB may be asked to make recommendations or present letters of support to stop rescission of funds where we could lose about 10% of our funding.
  • The Appeals Process - The Appeals Process was accepted at the last Board meeting (with modifications) as recommended by AG’s office. The final copy was distributed at this meeting.
  • Financial Report presented for the Period ended December 31, 2001.

  1. Committee Reports -

    Performance Measures and Customer Satisfaction – Patty Cannon presented the Annual Report. In addition, the Quarterly Report due 2/14 has been presented to the Federal Government as provided by DE DOL.

    Proposal Review and Certification Committee – Duane Wayman thanked everyone who participated on the committees to review and process the final proposals at Clayton Hall on February 20, 2002. Sixty seven proposals were reviewed. Approximately $6.6 million dollars was requested.

    Call for a motion to approve Adult funds as recommended with listed caveats and to move funds as necessary should they become available. Motion made and seconded. All in favor and none opposed.

    Call for a motion to approve Youth Funds as recommended with caveat not to move funds. Motion made and seconded. All in favor and none opposed.

    Youth Council – Alice Coleman reported that the Youth Council reviewed 16 proposals with 3 million dollars to expend. Glad to report 56% to New Castle County, 21% to Kent County, and 21% to Sussex.

    Public Relations and Community Outreach – Secretary Harold Stafford reported that the Department of Labor is developing a marketing plan. Secretary Stafford gave a presentation/ overview of the marketing plan. Committee chairs and Board members will be surveyed for their input in order to move ahead with publicizing the work of the WIB. Information will be used to design an appealing identity that is useable and marketable

    R.O.A.R. - Patricia Creedon reviewed the current work of the ROAR Committee (Mission, Vision and Objectives). The initial focus of the committee is to get more women into the construction field. R.O.A.R.’s mission will also be to move into other fields by creating career opportunities in non-traditional occupations.
