Welcome, Introductions & Call for Quorum - John McMahon, Chairman

Approval of Previous Board Meeting Minutes - Motion by Duane Wayman to approve the minutes from the May 18, 2004 Board meeting. Seconded by Judy Cherry. Motion carried.

Chairman's Report - Chairman McMahon welcomed new board member, Fernando Guajardo, Community Re-investment Account Administrator with Discover Bank .

Leadership Group Meeting and Strategic Plan - Our Strategic Plan is on the Delaware Workforce Investment Board ( DWIB ) website. Chairman McMahon called attention to the 10 Key Strategies within the plan emphasizing number 7 (Training Priorities). We will be using this document in our Strategic Planning session January 27 and 28. We are asking Board members to commit to both days.

Senator Marshall asked what the Delaware Economic Development Cluster Initiative is.

Judy Cherry responded that it is a way of looking at Economic Development as a total industry and not company by company. For example in the case of General Motors, we look at all the players (union, suppliers, etc.).

Senator Marshall also asked how are you meeting the Blue Collar philosophy with this approach? Judy Cherry responded that she could not speak for Labor but that Economic Development still applies the same criteria.

Narrative Annual Report - The Narrative portion of the Annual Report was prepared by Patty Cannon, Executive Director. Chairman McMahon stated the DWIB timeline initiatives clearly indicate how involved this Board has become. Each member should feel good about our accomplishments. Chairman McMahon expressed his sincere thanks.

Welcome to Dana who is the new Chairman for the Youth Council. Dana is head of Insurance Services at AAA Atlantic. Chairman McMahon & Youth Council Chair Dana Shreve both applauded the contributions of Alice Coleman. She has stepped down as chair of the youth council after 2 years of exemplary service.

2005 Board Meeting Schedule - Please see the Board Meeting schedule for next year in your folders. Those who serve on the Executive Committee have agreed to meet for often next year and those meetings have been scheduled also.

OOLMI Annual Plan - We have collaborated with OOLMI to develop a plan which the DWIB had to sign off on with the Federal Department of Labor. This $360,000 grant is to fund our work with OOLMI to provide job growth and business related data to us, so we as a board can know where the opportunities are. Ed Simon put together the initial plan and has worked with Patty Cannon in conjunction with the Department of Labor.

Committee Reports –

Chairman McMahon highlighted the budget in Joe Letnaunchyn's absence.

Motion by Pete Booker to accept the financial report as presented. Seconded by Judy Cherry. All in favor. Motion carried.

Performance Measures – Dana Shreve reported in the absence of Jeff Bross , Chairman. Dana reported from the WIA Indicators of Performance report that we have met our minimum measures for PY'03 and we are on target for PY 04. Please review the information on LLSIL in your packets for future information and action.

Motion by Duane Wayman to accept the Performance Measures report as presented. Seconded by Robert Lau. All in favor. Motion carried.

Proposal Review Committee – Chairman, Duane Wayman reported that we have begun a formal process for ITA renewals. We have put a cap on massage therapy, cosmetology and nail technologies at 5%. We are actively looking to broaden our base of training providers in response to job demands. As we've worked through the renewal of our providers and programs, some have not complied and therefore have been removed from the ITA list. We are now looking at performance data, 50% successful completion rates, DOE certification, and performance/wage outcomes.

Proposals presentations are going to be held on February 22, 2005 at Clayton Hall at the University of Delaware . We need you to come and serve on one of the committees and to commit to the entire day. We are in the process of looking at the funding guideline in preparation for making recommendations.

Motion by Pete Booker to accept the Proposal Review Committee report as presented. Seconded by Dick Howard. All in favor. Motion carried.

Youth Council – Chairman, Dana Shreve stated that the Youth Council is in a period of transition with his coming in as a new Chair. Along with preparing for the RFP process he will encourage the Youth Council to work with DOE and their Science curriculum for 9 th and 10 th grades, including activitities around genetics which include DNA extracting, Genome and DNA structures.

Public Relations and Community Outreach – Chairman, Pete Booker showed the recent DWIB ads that ran in the New Castle Business Review and the Business Ledger to promote the business community to work with us. We are taking a targeted approach on telling them how we can be the conduit to match them with the competencies they need to hire individuals. In addition Lisa Brack, Lead Disability Navigator has created a newsletter which is getting the program to our constituents in a consistent manner.

Motion by Judy Cherry to accept the Public Relations Committee report as presented. Seconded by Duane Wayman. All in favor. Motion carried.

Presentation – Kathy Melvin, Department of Education and John Moyer, Agilent Technologies presented the Science in Motion Van Project. They were contacted by Patty Cannon regarding the Biotechnology Grant to address exiting barriers in developing a strong life science labor force by developing and integrating mentors into Science:

The Van project takes technology to schools throughout the state. We do this by working with Delaware Technical Community College training students to mentor. We have also trained Dupont downsized employees to become mentors. One of the mentors has become a teacher through the Alternative Route to Certification process.

John Moyer reported that Agilent is doing an after school Science project using kits and allowing the kids to perform projects hands-on versus demonstration. DOE will assist Agilent with the development of new kits.

Secretary Stafford asked if these units have been incorporated in all schools. John responded that almost all schools have. One district is not participating. Private schools can request to participate.

Fernando Guajardo said that he is willing to find out how we can bring this project to children in the Latin community. Patty Cannon asked the board that if they know of any additional ways we can bring the project to the community (i.e. Boys/Girls Clubs, community centers, etc.) please let us know.

Presentation – Roseane Smith comes from Werner Enterprises, the fourth leading truck load carrier in the US , and housed in Omaha , Nebraska . They are working with the Business Relations Group (BRG) and the national workforce system to help workers find jobs as well as help with their need for CDL certified drivers. Werner has 11,000 drivers out on the road. They need about 500 more over the road drivers. With the accounts they have on the east coast, Werner can provide work for drivers, having them home nightly or once a week. Roseanne discussed salaries, equipment and benefits, etc. Their trained drivers have to have 275 hours driving in addition to the CDL license with hazmat endorsement. Werner will provide step by step assistance in working with the DWIB truck drivers.

Patricia Creedon asked what percent of the drivers are women? Roseanne responded that the national average is 10 – 12%.
