The Workforce Investment Act (WIA) establishes a Youth Council to assist the Board in development of a plan to meet the needs of Delaware's youth. They work closely with the Proposal Review & Certification Committee to research and certify youth programs that offer year-round services. The youth programs are approved on a July 1 to June 30th yearly basis.
